SCC Planning Documents and Activity
A new contributions plan for the Shoalhaven Local Government Area will be on public exhibition from Wednesday 18 February to 20 March 2026 (inclusive) on Council’s website:

The exhibition package includes draft:
- Shoalhaven Contributions Plan 2026 (draft Plan).
- Chapter G21: Car Parking and Traffic of Shoalhaven Development Control Plan 2014.
- Voluntary Planning Agreement Policy.
- Works in Kind Agreement Policy.
The public exhibition package is supported by:
- An Explanatory Document.
- A Factsheet that identifies the Shoalhaven Contributions Plan 2019 projects that have not been carried across into the draft Plan.
- Frequently Asked Questions on the Contributions Plan Get Involved Page.
The draft Planning Agreement and related documents will also be available for viewing electronically at the Nowra and Ulladulla Administration Centres (please seek assistance from Customer Service Staff).

Recent Development Applications in Huskisson / Woollamia
A Modification Application for 4 Murdoch Street Apartments, opposite Moona Moona Creek has been put to Council.
Keep Jervis Bay Unspoilt believes the community needs to consider this application seriously.
- It involves:
- Changes to road upgrade of Burrill and Murdoch Streets
- Changes to storm water management
- An increase to the number of apartments from 32 to 40
- An increase in car spaces from 62 to 71
- Changes to landscape plans
- and other changes.
A small group of KJBU members are working on submissions challenging issues of the application. But we would encourage as many people as possible to make individual submissions as well.
Our major concern is the road works and stormwater management. It is felt that irreversible harm to Moona Moona Creek and the public reserve in front of the property will happen as a result of the proposed road upgrade.
Other concerns are the safety of pedestrians and drivers and also parking in the vicinity of the popular Moona Moona Creek and Reserve.
The modification (MA), although increasing the number of apartments, does not involve increasing the footprint or the height of the building. Rather, changes to the configuration and size of the apartments are requested which you may have concerns about.

Please consider writing a submission, it need only be a few sentences saying you are worried about the roadworks and the harm they will cause to the creek and reserve. and/or You are worried about the safety of the road changes and parking. Obviously add any other concerns that you feel should be considered.

- Strengthening Community Consultation in the Shoalhaven
- Executive Summary
- Shoalhaven City Council resolved on 16 December 2025 to transition away from the current Community Consultative Body (CCB) model in its present form from 1 July 2026, and to undertake consultation from February/March 2026 to determine an alternative approach.
- In response, the Combined Shoalhaven Community Consultative Bodies convened a workshop on 12 January 2026, attended by representatives from 20 CCBs across the Shoalhaven. That meeting unanimously resolved to establish a Working Group to prepare a proposal for Council outlining a constructive way forward for future community consultation.
- This paper is the outcome of that process. It is presented to Council as a practical proposal that responds to Council’s stated concerns while recognising the value of structured, local community engagement across a large and diverse local government area. Unanimously, the CCBs wish to preserve this.
