Your Community Voice…

Further to the meeting of all 23 Shoalhaven Community Consultative Bodies (CCB’s) on 12 January 2026, a representative working party was formed and a carefully considered and fully supported submission was made to Council in response to their December 2025 notice to end all current support for CCB’s in 2026.

This combined response comprehensively addressed any realistic concerns they may have in ensuring CCB’s were responsible, well organised and broadly representative in their individual towns and villages.

Together with Council’s own proposals for change, this was further discussed at venues in Ulladulla, St Georges Basin and Berry over 3 consecutive nights last week with all available CCB’s in the Local Government Area attending.

From these we understand Council will also be seeking further comment from other community groups before responding.

From here it is genuinely hoped that Council will adopt a more positive approach in supporting and working with CCB’s than has been evident in their actions of late.

It is also hoped that they can adequately explain to their residents and electors why they appear to be seeking to either remove or stifle any volunteer body of self funded residents who believe it is an essential right of all Australians to be able to coordinate and act as a group in defending the balanced development of their respective towns, villages and homes.

It is well worth pointing out too that the majority of our submissions to Council in recent years have been to appeal those development applications where the applicants have clearly ignored the effective height and building controls as stipulated in the current Local Environment Plan designed by Shoalhaven City Council and reviewed from time to time.

SCC Planning Documents and Activity

  • New Shoalhaven Development Contributions Plan
    • A new Contributions Plan for the Shoalhaven Local Government Area is currently on public exhibition until Friday 20 March 2026 inclusive on Council’s website Click to Open
Essentially it provides an opportunity to highlight how you believe council should levy ongoing infrastructure costs against profitable new developments and where that money would be best spent in our area.
In addition to your own feedback some key points we believe could be raised would include:
  • The rate of current and proposed development and the resulting costs to infrastructure should be borne by developers given the majority are for tourism.
  • Why is the much needed roundabout at the junction of Sydney and Owen Streets not included?
  • Why are the Owen Street pedestrian crossings included as projects when they have been funded by the State Government?
  • The draft Planning Agreement and related documents will also be available for viewing electronically at the Nowra and Ulladulla Administration Centres (please seek assistance from Customer Service Staff).
Submissions on the draft exhibition package are invited during the public exhibition period and should be made in writing, including Council’s reference 79991E/1.  Submissions can be made via:
    1. Post: The Chief Executive Officer, Shoalhaven City CouncilPO Box 42, Nowra, NSW, 2541, or
    2. Email: council@shoalhaven.nsw.gov.au, or

  • Notification of Council Meeting – Post Exhibition ReportPlanning Proposal (PP079) 34-38 Hawke St & 28 Bowen St, Huskisson
    • A report on the public exhibition of the Planning Proposal (PP079) for 34-38 Hawke Street and 28 Bowen Street, Huskisson (current Huskisson Bayside Resort) is scheduled to be considered at Council’s Ordinary Meeting on Tuesday, 24 March 2026.

We contacted the Strategic Planner, Grace Walker, and understand that the State Government has consented to the requested changes to the previous height codes and other controls to allow for construction of a major hotel development on the site – some 72 rooms, a roof top bar and function facilities were part of the initial designs. We also understand Council will now decide how it now proposes to proceed with the application. The meeting is scheduled to start at 5:30pm in the Council Chambers at Council’s Administration Building. Members of the public are welcome to attend. More Information
